About the Department of Treasury and Finance (DTF)

 

The Department of Treasury and Finance (DTF) plays a central role in promoting the fiscal sustainability and economic development of the Northern Territory, supporting the wellbeing and prosperity of all Territorians.

DTF provides specialist fiscal, economic and commercial policy advice to government, ensuring sound financial management, economic efficiency and effective risk oversight. Its vision is to be recognised for leadership and expertise in delivering high-quality economic, financial and revenue advice and services.



Guided by its 2023–2026 Strategic Plan, DTF focuses on three key goals:

· Supporting fiscal sustainability and economic development through effective financial management, strong economic forecasting and efficient taxation and superannuation systems.

· Driving public sector performance and accountability by strengthening policy, regulation and financial frameworks across government.

· Fostering a culture of integrity, excellence and innovation by developing a skilled, adaptable workforce and improving organisational capability.



DTF’s work aligns closely with the Northern Territory Government’s priorities to rebuild the economy, reduce crime and restore the Territory lifestyle. By managing the Territory’s finances, debt and fiscal strategy, DTF underpins economic growth, supports investment and helps deliver better services and living standards for Territorians.


About the Northern Territory Treasury Corporation (NTTC)

The Northern Territory Treasury Corporation (NTTC) is the central financing authority for the Northern Territory Government. Established in 1994, NTTC provides cost-effective funding, financial management, and expert advice to support the delivery of infrastructure and services across the Territory.


NTTC’s core responsibilities include:

  • Borrowing: Raising funds through Territory Bonds to finance essential infrastructure such as housing, transport, health and education.
  • Lending: Providing loans to the Northern Territory Government, government-owned corporations and local authorities.
  • Investing: Managing the government’s investment portfolio to ensure strong returns and prudent financial management.


With a loan portfolio of $10.7 billion as of June 2024, NTTC plays a critical role in financing public sector projects and supporting the Territory’s economic growth.

Operating under the Department of Treasury and Finance, NTTC is guided by the Under Treasurer as Corporation Sole and supported by an Advisory Board and Audit Committee to ensure transparency, accountability and sound governance.


By delivering efficient and strategic financial management, NTTC helps drive the Northern Territory Government’s goal of rebuilding the economy and improving the quality of life for all Territorians.
