About Land Development Corporation


The Land Development Corporation (LDC) is a statutory corporation established under the Land Development Corporation Act 2003 (NT). The purpose of the Act is to establish a body to plan, develop, manage, and deliver land for industrial, commercial, residential, and related infrastructure purposes in the Northern Territory. 


The LDC is a government business division—it works with both government and the private sector. It carries out certain land development functions where there are strategic or policy imperatives and where private sector alone might not deliver what is needed in terms of scale, location, or timing. 


Its vision is to “demonstrate excellence in strategic development, unlocking the potential of land to drive economic growth in the Northern Territory,” and its mission is to partner with public and private sectors “to plan, build and deliver strategic land developments in the Northern Territory.” 

LDC is strategically planning for the future by developing industrial, commercial and residential land for private and Government investment. Their projects will move the Northern Territory into the future and work to build a better place for all Territorians.

About the role

The Chief Executive Officer (CEO) of the Land Development Corporation is the principal executive responsible for leading the organisation in fulfilling its statutory purpose under the Land Development Corporation Act 2003. As the head of a government business entity, the CEO balances commercial performance with the delivery of strategic land development projects that drive economic growth and social benefit for the Northern Territory.


Key responsibilities:

  • Provide strategic leadership and align development priorities with government objectives.
  • Ensure compliance, transparency, and accountability under the Land Development Corporation Act.
  • Drive commercially robust land sales, leasing, infrastructure, and precinct projects.
  • Build strong partnerships with government, industry, Aboriginal stakeholders, and community.
  • Lead a high-performing organisation capable of delivering complex development projects.


Opportunities and challenges:

  • Shape land availability for priority sectors including defence, marine, resources, logistics, housing, and advanced manufacturing.
  • Balance commercial imperatives with public interest, navigate regulatory approvals, attract investment, and ensure culturally respectful engagement.
