At the Victorian Electoral Commission (VEC), the organisation is not just about elections - it is about enabling all Victorians to actively participate in their democracy. The VEC conducts State and local council elections and is responsible for promoting awareness, accessibility and understanding of electoral processes across Victoria. The organisation is committed to being change-ready, future-focused and responsive to legislative change, community expectations and an increasingly complex operating environment.
The Director, Strategy and Innovation is a pivotal enterprise leadership role that reports to the Deputy Electoral Commissioner. This position will drive the VEC’s long-term strategic direction, overseeing whole-of-agency strategy development, transformation governance, organisational planning, research and evaluation, business intelligence, business process improvement, and future process re-engineering. With a mandate extending beyond election delivery, the role will ensure the VEC is equipped with the strategic capability, insight and operating models needed to uphold electoral integrity, strengthen regulatory functions and support contemporary service delivery.
Working in a maturing strategic environment, you will consolidate the VEC’s multi-horizon strategies (3-5 - & 10-year), develop an integrated enterprise roadmap, and lead the implementation of planning and prioritisation frameworks that guide major transformation initiatives. Success in this role will require a leader with strong strategic acumen, delivery discipline and the ability to influence and collaborate across a diverse organisation. You will bring expertise in whole-of-organisation strategy, transformation design and governance, supported by exceptional analytical capability and a strong record in system-level change. Your leadership style will promote curiosity, innovation, disciplined execution and a high-performance, values-aligned culture across the Strategy & Innovation branch and broader VEC.
You will be an accomplished senior leader with demonstrated experience driving enterprise strategy, delivering change management programs, organisational transformation or major portfolio delivery within a public or complex operating environment. You will be a skilled communicator with the ability to engage confidently with executive leaders, government stakeholders and operational teams. Your ability to build clarity, alignment and shared purpose will be central to ensuring the VEC continues to evolve as an agile, modern and trusted electoral organisation. Shape the future direction of the VEC through whole-of-agency strategy and transformation. Play a critical role in strengthening electoral integrity, organisational capability and public confidence in democracy.
