Integrity and Ethics Commissioner
Lead the Territory’s New Era of Integrity
The Northern Territory Government has introduced a landmark reform to its integrity system, establishing a future-focused, unified framework designed for the Territory’s unique cultural, geographic and administrative context.
The Integrity and Ethics Commissioner is the Territory’s principal integrity officer, entrusted with strengthening accountability, transparency and public trust across government and public services. This statutory appointment offers a rare opportunity to lead one of Australia’s most significant integrity reforms at a system-wide level.
The Integrity and Ethics Commissioner concurrently holds the functions of:
- Independent Commissioner Against Corruption
- Ombudsman
- Information Commissioner
- Health and Community Services Complaints Commissioner
Supported by the Office of the Integrity and Ethics Commissioner (OIEC), the Commissioner provides leadership to a multidisciplinary organisation of approximately 50 professionals, including investigative, legal and corporate specialists.
Established under the Integrity and Ethics Commissioner Act 2025, the role is central to promoting ethical conduct and integrity in the administrative practices of public authorities across the Northern Territory.
Key responsibilities
The Commissioner is responsible for:
- Preventing, detecting and investigating improper conduct across the public and health sectors
- Providing fair, independent and timely resolution of complaints relating to government administration, police conduct, and health and community services
- Exercising statutory powers previously held by multiple integrity bodies under a single, coordinated framework
- Identifying systemic issues and recommending legislative, policy or procedural reform
- Delivering public reporting, education and engagement initiatives that build confidence in the integrity system
- Determine strategic priorities and work program in a complex statutory office operating independently of government
About the Office of the Integrity and Ethics Commissioner
The OIEC is a standalone public sector agency led by a Chief Executive Officer. It supports the Commissioner in delivering investigative, complaints-handling, regulatory and educational functions across multiple statutory jurisdictions.
The office brings together expertise in law, investigations, policy, governance and corporate services, enabling a coordinated and contemporary approach to integrity oversight in the Northern Territory.

You will bring a reputation for unquestioned integrity, sound judgement and ethical leadership, combined with the gravitas to operate independently within a complex public sector environment.
You will demonstrate:
- Senior experience in complex investigative or legal environments
- The ability to exercise significant statutory powers impartially and confidentially
- A sophisticated understanding of government, public administration and political context
- Exceptional communication skills, including public reporting and stakeholder engagement
- The capacity to provide direction and work with a multi-disciplinary statutory office through reform and consolidation
