We are working with a state government client who is seeking an experienced Transaction Lead Advisor. This role will be working with the 2032 Olympic and Paralympic Games athlete villages. This role would suit someone who has experience within infrastructure delivery, commercial negotiation, and government partnerships and has managed complex projects/deals.
About the Role
This role will manage the transaction for the Athletes Villages for the 2032 Games, alongside the departments project team and its financial commercial advisors and legal advisors.
This role will immediately focus on the BAV transaction, with the potential to expand to work on the other Village projects on an as-needs basis.
The Transaction Lead will lead the procurement of a complex property and infrastructure transaction.
The successful applicant will be able to successfully plan and procure large scale complex infrastructure projects in an environment that blends commercial drivers with government requirements.
This role is expected to be very senior, needing to represent the State in complex property negotiations, oversee the preparation of commercial principles, legal arrangements, evaluation of proposals and able to brief senior representatives of government.
Key responsibilities (to be undertaken alongside the Project Team and Program Advisors) will include:
- Develop and implement transaction strategies and processes for engaging with the Project Proponents across a three phase, interactive transaction process.
- Lead the development of commercial principles, and the commercial negotiation, of the transaction.
- Lead interactive workshops with Project Proponents on key themes including design, cost, risk, commercial principles etc.
- Oversee the evaluation of proposals submitted by Project Proponents which will include project designs, feasibility assessments, cost estimates, State funding requirements, proposed risk allocation, delivery program and tenure/planning considerations to demonstrate project certainty.
- Oversee the formulation of recommendations from the evaluation for progression to governance bodies and for Government consideration and decision.
- Oversee the development of legal agreements to contract the transaction.
- Provide advice to the Villages Program, Senior Director and Executive Director, GIVV on status of and strategy for advancing commercial negotiations.
- Represent the State in meetings, forums and briefings with stakeholders and senior Government representatives.
About you
- To be suitable for this role you will have significant experience managing complex project and infrastructure projects, preferably in large-scale precinct or urban renal developments.
- Proven experience negotiating high-value contracts, funding agreements, and commercial principles on behalf of the government agency, corporation, or major developer.
- Have experience with government procurement frameworks, public private partnerships, and transactions where commercial drivers intersect with public policy.
- Familiar with developing and overseeing complex legal agreements in collaboration with legal and commercial advisors.
- Have strong stakeholder engagement in high-level negotiations with delivery partners, developers, and internal stakeholders.
