Principal Program Officer – Transformation Management

Government & Defence

About the Company

The Infrastructure Services Division within the Queensland Department of Education manages approximately $2 billion in annual infrastructure investment and a $40 billion asset base, supporting the delivery of quality education infrastructure and services across Queensland.

The Transformation Management Office (TMO) provides governance, coordination and oversight of the Business Transformation Portfolio, driving improvements in governance, asset lifecycle management, financial oversight and organisational capability.

About the Role

As Principal Program Officer, you will play an important role in the effective operation of the TMO and delivery of the Business Transformation Portfolio.

Working closely with Program and Project Leads, Business Owners, Finance, executives and other stakeholders, you will provide high-level coordination, governance, reporting, planning and assurance support.

Your responsibilities will include coordinating portfolio governance activities and executive committee documentation; monitoring risks, issues, dependencies, changes and assurance actions; and providing practical advice on governance and portfolio requirements.

You will also coordinate monthly and quarterly reporting, analyse portfolio performance and translate complex program, financial and delivery information into clear executive-level insights. You will monitor commitments, budgets and resourcing pressures while helping identify opportunities to improve TMO processes, tools, templates and ways of working.

About You

You are an adaptable and highly organised program or portfolio professional who can confidently move between detailed coordination and analysis, stakeholder engagement and executive-level communication.

You will bring significant experience in portfolio, program or project management, ideally within a Portfolio Management Office, Transformation Management Office or similarly complex delivery environment.

  • Experience across governance, executive reporting, planning, risk and issue management, assurance and financial monitoring.
  • Strong analytical and written communication skills, with the ability to turn complex information into clear advice, briefs and reports.
  • Strong stakeholder engagement skills and sound judgement when navigating competing priorities.
  • Contemporary knowledge of program, project and portfolio management principles and methodologies such as PMBOK, PRINCE2, MSP and P3M3.
  • A proactive, flexible approach and willingness to take ownership across a broad range of TMO activities.

Government or similarly complex delivery-environment experience is desirable, as are relevant tertiary qualifications or certifications such as PRINCE2, MSP or P3O. Familiarity with tools including Power BI, SharePoint and Excel will also be advantageous.

The Benefits

This role offers the opportunity to contribute to a significant transformation portfolio within an infrastructure environment that directly supports education services across Queensland.

You will work across a diverse portfolio, collaborate with executives and senior stakeholders, and have the opportunity to strengthen governance, portfolio visibility and decision-making while improving the effectiveness and consistency of TMO services.
