The Opportunity

We have partnered with a large, complex global insurance organisation embarking on a multi-year transformation to redesign its operating model, portfolio management, sourcing strategy and delivery capabilities. The program will reshape how work is prioritised, funded and delivered across multiple business portfolios, with a strong focus on SAFe-based agile ways of working, governance, and transparency of value and spend.

As the PMO Lead – Portfolio Management Workstream, you will set up and run the Program Management Office (PMO) for this multi-year transformation, providing the frameworks, standards and leadership that enable consistent, outcome-focused delivery across a complex, multicultural environment.

Key Responsibilities

In this role, you will:

• Establish and lead the PMO for the program, designing and embedding PMO frameworks, standards, templates and reporting.
• Stand up the PMO operating rhythm, including integrated planning cycles, RAID and dependency management, change control and status reporting across multiple workstreams.
• Partner with senior business and technology stakeholders to shape business cases, manage priorities, handle change requests and resolve delivery conflicts.
• Align onshore/offshore stakeholders and vendors to ensure integrated plans, clear accountabilities and seamless delivery across a global insurance environment.
• Build, lead and coach a high-performing community of Project/Program Managers and PMO Analysts, championing a “one team” culture.
• Drive continuous improvement in delivery practices, tooling and ways of working, supporting scaled agile (SAFe) delivery and uplift in delivery maturity.
• Provide structure and clarity in ambiguous situations, escalating issues with clear, data-driven recommendations.

About You

You are an experienced PMO and program delivery leader who is comfortable operating in large, complex organisations and navigating ambiguity. Ideally, you will bring:

• 10–15 years’ experience in PMO and/or program delivery leadership roles in large, complex environments, ideally including global insurance.
• A strong track record in establishing and operating PMOs for complex, multi-year programs.
• Exposure to scaled agile frameworks (e.g. SAFe) and the ability to work across both agile and traditional delivery models.
• Deep capability in governance, planning, financials and reporting, creating a single source of truth for delivery.
• Proven ability to partner with senior stakeholders and vendors, negotiate priorities and resolve conflicts across competing demands.
• Experience working in multicultural, onshore/offshore, multi-vendor environments.
• Strong leadership capabilities – coaching, feedback, capability uplift and building high-performing delivery communities.
• Excellent communication skills, with the ability to bring structure, insight and clarity to complex issues.
