About the Company

Our client is a state government agency whose Community Corrections and Specialist Operations division delivers diverse and specialised services tailored to meet the needs of prisoners and offenders under community‑based supervision, as well as the Parole Board Queensland (PBQ). The division comprises four commands: Community Corrections, Specialist Operations, Parole Board Queensland Secretariat, and Project Delivery Command. It is a dynamic, complex environment focused on enhancing community safety and reducing reoffending.

Within this division, the Community Corrections and Specialist Operations Command (CCSO) is undertaking significant transformational change and project delivery. A dedicated Program Management Office (PMO) has been established to strengthen program and project management capability, support successful execution, and align project efforts to strategic goals.


About the Role/s

As Change Lead, you will define, plan, and manage change and communications activities to support the implementation of a range of projects within the CCSO reform agenda. You will drive organisational readiness, lead stakeholder engagement, and ensure the effective adoption of new processes and technologies across diverse operational environments, including major initiatives such as the DFV Electronic Monitoring Surveillance project.

Working in close partnership with the CCSO PMO, Manager Business Integration, Program Director and project streams, you will deliver end‑to‑end change management and business readiness activities that identify, assess, communicate and effectively manage change impacts to ensure smooth transitions to new ways of working.

  • Plan and execute change management activities to support implementation of initiatives across a state‑wide corrections environment.
  • Partner with the CCSO PMO and Business Integrations Manager to ensure business readiness activities are planned, actioned and monitored.
  • Develop and implement contemporary, best‑practice change management plans (in collaboration with Portfolio Change/Transformation Office, Project Leadership and Sponsors) that address location‑specific impacts, build change resilience and optimise business readiness.
  • Work collaboratively with project teams, business units and change champions to socialise, integrate and embed changes.
  • Build strong working relationships and collaborate with stakeholders across the agency to manage expectations and support the change process.
  • Plan, develop and implement targeted communication and engagement strategies so all stakeholders are informed, understand and embrace the change.
  • Provide advice to leaders - including project and program leadership - on change progress, observations and risks associated with transitioning to new ways of working.

About you

This role aligns to the Team Leader stream under the Leadership Competencies for Queensland framework. The ideal candidate will demonstrate:

  • Proven ability to advise leaders (project and program) on change progress, observations and risk management.
  • Demonstrated experience developing and delivering change management, communication and engagement strategies within large‑scale project/program environments.
  • High‑level knowledge of contemporary, best‑practice change management, change communication and stakeholder engagement frameworks and methodologies.
  • Solid understanding of project management elements, including change management and business integration processes and strategies.
  • Ability to rapidly develop a strong understanding of the business and the changes resulting from a significant transformation initiative.
  • Skill in translating business changes into effective communication and engagement programs of work.
  • Demonstrated ability to partner with the business and project teams to deliver tailored, strategic change and communication products.
  • Experience in project/change management activities, ideally within justice or human services environments.
  • Exceptional written communication skills, with a track record of producing a wide range of collateral, from online content to presentations, reports and formal government‑style documents.
  • Travel may be required, and the role may work across different sites.

Highly regarded qualifications/certifications:

  • Formal qualifications in human resource management, change management, project management, business or related disciplines.
  • Change management certification with a recognised professional body.
  • Tertiary degree or diploma relevant to human services or criminology fields (e.g., law, justice, humanities, psychology, behavioural or social sciences, social welfare, health, Aboriginal and Torres Strait Islander studies).
