About the Role

Reporting to the Director (People & Systems), the Manager (Workforce & Capability) plays a critical leadership role across both strategic and operational workforce functions. You will lead a statewide team and partner closely with senior leaders to deliver workforce planning, industrial relations, and organisational capability outcomes within a complex industrial environment.

  • Lead the statewide Workforce & Capability team, providing strategic and operational oversight across:
    o Human Resources
    o Employee Relations
    o Industrial Relations
  • Provide high‑level expert advice to the General Manager, Executive Directors, and senior stakeholders on:
    o Industrial relations matters
    o Workforce risk and mitigation strategies
    o Complex case management
    o Enterprise Agreement implementation and interpretation
  • Manage and deliver key workforce initiatives, including:
    o 2025 Enterprise Bargaining Agreement outcomes and post‑agreement commitments
    o Succession planning strategies
    o Entry pathway and early‑career programs
  • Ensure high‑quality and compliant decision‑making across:
    o Performance management
    o Conduct and disciplinary matters
    o Industrial issues within a construction‑focused environment
  • Drive strategic workforce planning and organisational capability initiatives.
  • Lead high‑level stakeholder engagement across divisions and operational areas.
  • Foster a positive, high‑performing workplace culture aligned with Queensland Government priorities.
  • Operate within a complex industrial landscape spanning blue‑collar and white‑collar workforces, with multiple Awards and Agreements.
  • Take a hands‑on leadership approach, particularly across HR operations and complex case management.
  • Support structured handover and knowledge transfer aligned to an upcoming leadership transition, ensuring continuity and retention of corporate knowledge.
  • Work alongside an established leadership structure (two Managers overseeing approximately 20 staff), supporting transition and continuity planning.


About You

  • Demonstrated senior leadership experience across workforce management, industrial relations, and organisational capability.
  • Strong expertise in managing complex industrial relations matters within unionised and construction‑focused environments.
  • Proven ability to provide high‑level, trusted advice to executive and senior stakeholders.
  • Experience leading geographically dispersed teams and delivering workforce initiatives at scale.
  • Strong understanding of performance management, conduct processes, and industrial compliance frameworks.
  • Highly developed stakeholder engagement, communication, and change leadership skills.
  • Relevant tertiary qualifications in human resources, industrial relations, or a related discipline will be highly regarded.
