Government & Defence

  • Diverse & Ambitious Inner Melbourne Council
  • Lead strategic procurement and commercial transformation
  • Drive value, governance and commercial excellence across a complex organisation

The City of Port Phillip is a uniquely vibrant and creative inner-city council with a spectacular foreshore, thriving neighbourhood precincts and a strong commitment to community wellbeing and sustainability. Our highly talented and dedicated workforce delivers more than 100 programs and services to residents, businesses and visitors. Guided by our Council Plan, we are focused on shaping a liveable, connected and innovative city while preserving the character and diversity that make Port Phillip unique.

Reporting to the General Manager City Infrastructure, the Manager Procurement and Commercial will provide strategic and operational leadership of Council’s procurement and commercial function, ensuring financially sustainable outcomes, strong governance and effective commercial outcomes across both service and capital delivery. Leading a specialist team, the role will drive a procurement and commercial uplift program focused on strengthening procurement capability, enhancing contract management practices and embedding a more strategic and commercially focused approach across the organisation.

Working closely with Capital Delivery, Project Managers and key stakeholders, the Manager will provide commercial leadership and partnering support across major capital projects, high-risk procurements and complex contracts. The role will also strengthen policy settings, governance controls and procurement systems to support compliance with Local Government legislative requirements while enabling a more agile, responsive and customer-centric procurement function.

Key to your success will be your demonstrated senior leadership experience in procurement and commercial management within a complex public sector or similarly regulated environment. You will bring strong expertise in category management, procurement governance, commercial negotiation, contract management and capital procurement, together with a track record of leading organisational uplift, capability development and continuous improvement initiatives.

The successful candidate will be a dynamic and influential leader with highly developed stakeholder engagement, influencing and communication skills, capable of providing trusted commercial advice to executives, Councillors and senior leaders within a fast-paced and politically sensitive environment. Relevant tertiary qualifications in procurement, commerce, law, finance or a related discipline are essential, with professional accreditation highly regarded.
