Logan City Council is one of Australia’s largest local governments, serving a rapidly growing and highly diverse community. With a large and varied workforce delivering an extensive range of community, infrastructure, regulatory, operational and corporate services, Council offers an organisational environment of significant scale, complexity and impact.
As the City continues to grow, Council is also looking ahead to how the organisation itself needs to evolve. This creates an exciting opportunity for an accomplished Organisational Development leader to help shape the workforce, leadership capability and ways of working required for the future.
Reporting to the General Manager People and Culture, the Manager Organisational Development will lead an experienced specialist team and an enterprise-wide portfolio spanning strategic workforce planning, leadership and capability, culture and engagement, organisational design, talent, change and business transformation. The role works closely with Council’s Executive Leadership Team and senior leaders, translating organisational priorities into practical people and capability strategies.
What makes this opportunity particularly compelling is the breadth of the agenda. This role will help shape the people and workforce dimensions of that transformation, including organisational design, workforce optimisation, capability uplift and enterprise change.
Alongside this, there is significant opportunity to strengthen Council’s approach to leadership development and succession, embed strategic workforce planning more deeply into the organisation and continue evolving its culture and engagement agenda. As AI and emerging technologies reshape roles and ways of working, the role will also help Council understand its future capability requirements and prepare leaders and employees for an increasingly technology-enabled workplace.
We are seeking an established Organisational Development (OD) leader who brings both contemporary OD expertise and the practical judgement to deliver within a large and complex organisation. You will have demonstrated experience across enterprise OD, with breadth across areas such as workforce strategy, leadership and capability, organisational design, culture, talent and transformation.
Importantly, you will be an experienced people leader with the credibility to work effectively with executives and senior stakeholders. You will know how to navigate organisational complexity, balance competing priorities and translate strategy into initiatives that can be successfully implemented and sustained. Experience within local government is not essential; however, exposure to a sizeable, diverse and highly governed operating environment will be valuable.

The role offers a Total Remuneration Package of $173,182 – $185,502 per annum, together with a 9-day fortnight and an extensive range of professional and personal employee benefits. Hybrid working arrangements of up to three days per fortnight are available, with regular onsite presence expected given the leadership nature of the position.
