Horsham Rural City Council serves a dynamic regional city of approximately 20,000 residents and a broader catchment of more than 60,000 people across the Wimmera. Reporting to the Director Organisational Performance, this senior leadership role provides strategic and operational oversight across governance, procurement, property, local laws and environmental health. The position is responsible for ensuring compliance with the Local Government Act 2020 (Vic) and other relevant legislation, strengthening risk management and organisational integrity, and delivering high-quality regulatory services that promote community safety and transparency. The portfolio spans Council meeting governance, statutory and integrity processes, procurement and contract management, property portfolio oversight, local laws enforcement, environmental health services and information management while driving continuous improvement, digital innovation and strong stakeholder engagement.

To be successful in this role, you are a strategic and values-driven leader with strong governance expertise and sound legislative knowledge. With tertiary qualifications in a relevant discipline, you bring proven experience leading multidisciplinary teams within a complex regulatory or local government environment. You demonstrate high-level problem solving, risk assessment and sound decision-making capability, supported by advanced communication and stakeholder engagement skills. You have a strong understanding of governance best practice, regulatory compliance and the Local Government Act 2020 (Vic), and you are committed to accountability, customer service and delivering positive community outcomes.
