Reporting to the Chief Financial Officer, the Manager, Financial Services and Control holds a critical leadership role at the centre of Coliban Water’s financial stewardship. The position is responsible for the integrity, governance and performance of the organisation’s financial reporting and control environment, ensuring the delivery of accurate, timely and insightful financial statements, consolidated reporting and statutory returns. In doing so, the role upholds strong compliance and governance standards that instill confidence with the Board, government and broader stakeholders.
As one of two senior finance leaders reporting to the CFO, the Manager also acts as the CFO’s delegate when required, representing the finance function in executive and cross-functional forums. The role carries broad operational accountability, including treasury and cash management, accounts payable governance, tax compliance and bank reconciliation oversight, alongside its core financial control and reporting mandate.
A pivotal leader within the finance function, the Manager provides strategic oversight, applies rigorous challenge and exercises final technical accounting judgement, while building capability and empowering senior accountants to deliver high-quality outcomes. With Coliban Water implementing Oracle Cloud, the role serves as the ongoing steward of finance actuals processes and controls, driving effectiveness and continuous improvement across revenue, asset and capital accounting.
You will bring demonstrated experience in treasury operations, cash management and finance administration, ideally within a government, utility or regulated environment. Familiarity with state government reporting frameworks, including engagement with VAGO, DTF and TCV or equivalents, will be highly regarded. Experience in working effectively with ERP implementations or post-implementation stabilisation, particularly Oracle Cloud, will be advantageous.
An aspirational and collaborative leader, you will foster a high-performance culture and bring a proven track record of strengthening financial controls and driving continuous improvement. A CPA or CA qualification is essential.
