Moira Shire Council is an innovative and progressive local government organisation committed to serving the needs of communities across a large regional shire located on the Murray River, almost 3 hours north of Melbourne. Extending from the iconic Barmah Forest along the Murray River, the region includes four major towns - Cobram, Numurkah, Nathalia and Yarrawonga, one of Victoria’s most popular holiday destinations. The areas warm Mediterranean climate, appealing natural environment and location means Moira is home to agricultural, horticultural, viticultural and tourism operations. Such attractions include wineries, historic homesteads, galleries, craft shops, licensed clubs, water sports, fishing, beaches, forests, lakes, rivers and wetlands.
Reporting to the Director Community, this role provides the opportunity to lead Council’s economic development and tourism agenda, delivering strategic initiatives that drive investment, business growth and vibrant communities across the Shire. You will lead the development and implementation of Council’s Economic Development Strategy and Destination Management Plan, working closely with government, industry, business and community stakeholders to attract investment, grow visitation and strengthen local economies.
This role will provide strategic leadership to a multidisciplinary team, fostering a positive, high-performing culture focused on collaboration, innovation and continuous improvement. You will oversee significant programs and initiatives, ensuring effective governance, financial management and the efficient use of resources, while delivering measurable economic and community outcomes.
As a senior leader, you will build and maintain strong partnerships across Federal, State and Local Government, tourism bodies, industry groups, developers and community organisations. You will lead Council’s advocacy efforts for major economic development, tourism and infrastructure projects, securing funding, investment and strategic support. Working closely with internal teams, you will also drive marketing, visitor services, business support initiatives and event-based activations that enhance the Shire’s profile and economic sustainability.
To be successful in this role, you will bring extensive experience in economic development, tourism or place-based leadership within a complex stakeholder environment. You will combine strong strategic and commercial acumen with highly developed relationship management and negotiation skills. Proven experience leading teams, managing budgets, delivering complex programs and influencing outcomes across multiple sectors is essential. Tertiary qualifications in economic development, business, planning, tourism or a related discipline are required, with postgraduate or executive qualifications highly regarded.
