Reporting to the General Manager City Infrastructure, the Manager Capital Delivery will provide strategic and operational leadership for the delivery of Council’s capital works portfolio. Leading a multidisciplinary team across civil infrastructure, buildings and public space delivery, the role will drive a program management approach that strengthens governance, project controls, organisational capability and delivery performance across a significant and complex capital portfolio.

Working closely with Project Owners, executive stakeholders, government agencies and delivery partners, the Manager will foster a collaborative and high-performing delivery environment that supports customer-centric and value-driven outcomes. The role will also provide strategic oversight across project governance, commercial management and continuous improvement initiatives to support consistent, effective and accountable capital delivery outcomes across Council.

Key to your success will be your demonstrated senior leadership experience delivering large and complex capital programs within a public sector or similarly complex service environment. You will bring strong expertise in program management, project governance, commercial and contract management, and the implementation of effective project controls and assurance frameworks.

The successful candidate will possess highly developed leadership, stakeholder engagement and communication skills, with the ability to drive cultural change, build high-performing teams and influence outcomes within a fast-paced and politically sensitive environment. Strong reporting capability, a collaborative leadership style and an understanding of integrated organisational systems and processes will be highly regarded. Relevant tertiary qualifications in engineering, construction, project management or a related discipline are essential, with postgraduate qualifications and professional certifications highly regarded.
