Reporting to the Chief People Officer, Manager Capability and Culture leads the Organisational Development, Learning & Development, Change, and Workforce Planning functions, driving initiatives that shape a high-performing, inclusive, and future-ready workforce. With responsibility for delivering the People and Culture Strategy 2025-2029, this role oversees programs in leadership capability, talent and succession planning, employee engagement, organisational design, and cultural transformation. You will guide the development of Hume City Council’s workforce plan, embed impactful learning solutions, build enterprise change capability, and champion diversity and inclusion. Leading a team of experienced professionals, you will collaborate across the organisation to design and deliver meaningful, measurable, and innovative initiatives that enhance organisational performance and employee experience.
To be considered for this role, you will be a strategic and values-driven leader with extensive experience in organisational development, workforce planning, change management, and learning and development within complex environments. With tertiary qualifications in Organisational Development, Psychology or Human Resources (postgraduate and change management credentials highly regarded), you excel at translating vision and strategy into measurable outcomes, inspiring high-performing teams, and fostering an inclusive, safe, and engaged workplace. You bring proven expertise in designing and embedding people and culture initiatives, leading end-to-end projects, and building strong stakeholder relationships to influence outcomes. Your collaborative, empowering leadership style, exceptional communication skills, and commitment to ethical governance, compliance, and risk management ensure you deliver impactful programs that align with organisational values and strategic goals.
