Davidson is partnering with a state government client responsible for undertaking a series of business transformation initiatives to uplift capability across portfolio management, financial management, asset management, contract management, and digital enablement.


About the Role

As Infrastructure Portfolio Management Lead – Capability, reporting to the Director, Portfolio Management Office, you will be responsible for establishing and leading a high-performing capability and improvement function to enhance project delivery maturity across the infrastructure portfolio.

You will play a critical role in embedding best-practice frameworks, driving continuous improvement, and building organisational capability across complex capital programs.

Key responsibilities include:

Establishment & Leadership of the Capability & Improvement Office

  • Establish and lead the Capability & Improvement function, including its purpose, operating model, and roadmap
  • Develop and implement frameworks, methodologies, templates, and guidance to support consistent project delivery
  • Define strategic priorities across capability uplift, assurance, knowledge management, and continuous improvement

Continuous Improvement & Delivery Excellence

  • Identify opportunities to optimise delivery processes, governance frameworks, and reporting practices
  • Lead a structured continuous improvement program across the infrastructure portfolio
  • Analyse performance data and trends to improve planning, execution, reporting, and benefits realisation

Lessons Learned & Knowledge Management

  • Lead end-to-end lessons learned processes to capture and embed insights into future initiatives
  • Establish forums and systems to promote organisation-wide knowledge sharing
  • Maintain a central library of best practices and ensure adoption across delivery teams

Capability Uplift & Professional Development

  • Design and deliver capability uplift initiatives, including training, coaching, mentoring, and communities of practice
  • Provide expert advice to project managers and leaders on governance, methodology, and delivery practices
  • Introduce tools and practices to enhance planning, risk management, and stakeholder engagement

Portfolio Alignment & Stakeholder Engagement

  • Ensure alignment of capability initiatives with organisational strategy and portfolio priorities
  • Build strong relationships with stakeholders across all levels
  • Act as a trusted advisor promoting modern, fit-for-purpose delivery methodologies

Assurance & Quality Frameworks

  • Support assurance processes including health checks, reviews, and assessments
  • Provide independent advice to ensure adherence to organisational standards and policy requirements



About You

  • Significant experience in PMO leadership, portfolio management, or project delivery within complex infrastructure or asset-intensive environments
  • Proven experience establishing or leading capability uplift, improvement, or enablement functions
  • Strong knowledge of project and portfolio methodologies (e.g., PMBOK, PRINCE2, MSP, P3M3)
  • Demonstrated experience designing and delivering training, coaching, and capability development programs
  • Ability to lead change, influence senior stakeholders, and embed new ways of working
  • High-level analytical, communication, facilitation, and stakeholder engagement skills
  • Strategic mindset with a focus on long-term capability uplift and portfolio performance
  • Collaborative leadership style with a focus on building a continuous improvement culture

Desirable:

  • Experience within government, transport, utilities, health, or similarly complex environments
  • Tertiary qualifications in project management, business, engineering, or related fields
  • Certifications such as PRINCE2, MSP, P3O, or Lean/Six Sigma
  • Familiarity with portfolio management and reporting tools (e.g., Power BI, SharePoint, MS Project, Excel)
