Reporting to the Manager Assets, EPMO & Procurement, the Head of Strategic Procurement is a key leadership role with the opportunity to shape how Moonee Valley approaches its commercial and procurement agenda. More than leading the procurement function, this role requires a broad understanding of Council’s operating environment, strategic priorities and the commercial opportunities and challenges facing the organisation. You will bring an enterprise-wide perspective to procurement, ensuring sourcing strategies, commercial decisions and supplier relationships support Council’s objectives and the delivery of MV2040 and its newly established Corporate Strategy.
Leading a specialist procurement team, you will provide strategic commercial advice across a diverse portfolio spanning infrastructure, capital works, services and corporate procurement. You will identify emerging strategic sourcing and market trends, anticipate supply and commercial risks, and translate these insights into practical strategies that improve value, resilience and organisational outcomes. With oversight of strategic sourcing, tendering, contract management, supplier engagement and procure-to-pay systems, you will continue to strengthen procurement maturity, governance and commercial capability while ensuring high standards of probity, compliance and value for money.
Central to your success will be your ability to build trusted relationships and influence across a complex stakeholder environment. Working closely with executives, senior leaders and teams across Council, you will challenge and shape thinking, navigate competing priorities and bring a strong commercial perspective to significant organisational decisions. Externally, you will develop productive relationships with suppliers, industry partners and regional government networks, identifying opportunities for collaboration, innovation and more strategic approaches to market.
The successful candidate will be an accomplished procurement and commercial leader who combines deep procurement expertise with broad organisational and commercial acumen. You will understand how procurement can enable organisational strategy rather than operate simply as a transactional or compliance function, and will bring the curiosity and judgement to understand the opportunities, constraints and changing market dynamics affecting a diverse organisation.
You will be recognised as a credible and influential advisor, capable of engaging senior stakeholders, building alignment and translating complex commercial considerations into clear recommendations and outcomes. You will bring contemporary knowledge of strategic sourcing trends, supplier markets, procurement governance and best practice, together with experience leading complex sourcing initiatives, negotiating significant contracts and strengthening procurement capability. Equally important will be your ability to lead and develop a high-performing team and create strong relationships across organisational boundaries. Experience across infrastructure, capital works and services procurement will be highly regarded, together with the judgement and stakeholder awareness required to operate effectively in a complex local government environment.
