Moonee Valley City Council serves a diverse community of approximately 126,500 people, with the population expected to grow to 156,500 by 2040. Strategically located between Melbourne’s CBD and Melbourne Airport, Moonee Valley covers around 43 square kilometres, with approximately 67% zoned for residential use. It is a primarily established residential municipality complemented by a vibrant mix of retail strips, commercial offices, industrial areas, and Essendon Airport. The Council delivers 26 services designed to meet community needs, expectations, aspirations, and legislative requirements. These services include libraries, permits, waste and recycling, animal management, and more, all of which contribute to the health, wellbeing, and prosperity of the community.

Reporting to the Manager City Presentation, this role is responsible for meeting the organisation’s operational transport needs by partnering with Council service areas to enhance their offerings through best practice and innovative transport logistics. Leadership and implementation of contemporary fleet lifecycle management programs are required, encompassing asset planning, procurement, maintenance, and disposal, while contributing to sustainability goals through diverse transportation options. The role involves managing the Fleet team to deliver high-quality lifecycle programs, building and maintaining strategic partnerships with internal and external stakeholders, and providing specialist management advice to optimise fleet operations. Responsibilities also include developing and implementing fleet strategy and policy, maintaining professional relationships, preparing technical reports, and staying informed of industry developments and legislative changes. Driving organisational innovation in fleet, plant, and equipment, such as the transition to electric vehicles and emerging technologies, is essential to ensure alignment with strategic objectives.

To succeed in this role, a contemporary leadership style is essential, supported by proven experience in managing teams within an operational service delivery environment. The ideal candidate brings a solid background in developing forward replacement programs, project and contract management, project scoping, and reporting. Advanced technical knowledge in fleet management, related trades, works programming, and asset maintenance strategies is required. Strong presentation skills and extensive experience engaging with industry groups and key stakeholders are critical. Excellent oral and written communication abilities are necessary, along with a demonstrated capacity to influence, motivate, and develop staff, contractors, and suppliers. Proficiency in using and administering fleet management software is also a key requirement.
