Reporting to the Director City Futures, the Head of City Development leads a critical and multifaceted portfolio spanning Statutory Planning, Growth Area Planning, Building Services, Development Contributions, Subdivisions, Planning and Building Enforcement, and Natural Environment. This key role brings these functions together to operate in an integrated and coordinated way, shaping sustainable growth outcomes and delivering compliant, high quality and community focused planning and building services aligned to Council’s strategic vision.
Leading a team of technical specialists, you will foster a positive, high performing culture, building capability, developing talent and supporting staff through change. As a senior leader, you will represent Council across a range of public forums and stakeholder settings, providing considered advice and navigating complex and often sensitive planning matters. You will bring sound judgement, strong political awareness and the ability to influence outcomes, resolve ambiguity and guide decision making in a complex and evolving environment.
To be considered, you will bring significant senior leadership experience within planning, building or a related discipline, ideally within local government or a similarly complex environment. You will demonstrate strong expertise in strategy and policy development, legislative interpretation, financial management and operational delivery, along with a proven ability to lead, influence and deliver through others in an evolving environment. A strong understanding of the Victorian planning framework and relevant legislation will be essential, as will your ability to balance competing priorities and achieve sustainable development outcomes. Tertiary qualifications in Planning are required for this role.
