  • Lead continuous improvement to strengthen regulatory effectiveness
  • Embed consistent processes, systems and governance across the organisation
  • Enable smarter operations through knowledge, product and performance uplift

Energy Safe Victoria is a purpose-driven regulator committed to protecting the safety of Victorians through a modern, risk-based approach to energy regulation. As the organisation continues to mature its integrated operating model, strong business processes, effective systems and disciplined governance are critical to regulatory performance and community confidence. Energy Safe offers a values-led environment grounded in integrity, engagement, adaptability, respect and excellence, with a strong commitment to diversity, inclusion and employee development.

The Head of Business Improvement is a senior leadership role responsible for leading Energy Safe’s enterprise-wide business improvement, regulatory product development and knowledge management capability. Reporting to the General Manager, Finance, Strategy and Risk, and as a member of the Senior Leadership Team, the role provides strategic advice to the CEO and Executive Leadership Team while shaping initiatives that enhance operational consistency, efficiency and regulatory impact. The position drives a culture of continuous improvement, leads the development and optimisation of regulatory systems and products, and ensures that business processes, governance frameworks and knowledge management practices are integrated, standardised and aligned with Victorian public sector values. Working closely with executives, business owners, IT and subject matter experts, the role embeds risk management, performance metrics and evidence-based decision-making into organisational practice.

We are seeking a strategic and outcomes-focused leader with demonstrated experience delivering sustained business improvement in a regulatory or public sector environment. You will bring deep knowledge of continuous improvement methodologies, regulatory frameworks and change management, along with the ability to influence at senior levels and constructively challenge established thinking to foster innovation. Success in this role requires strong systems thinking, the ability to translate strategy into practical solutions, and the credibility to lead cross-functional change that strengthens performance, compliance and community outcomes. A relevant tertiary qualification is required, with postgraduate qualifications or certifications in business improvement, change management, Lean, Six Sigma or Agile viewed favourably.
