The Opportunity

Reporting to the General Manager Infrastructure and Operations, the Group Manager City Operations plays a pivotal role in delivering Council’s essential operational services and maintaining the city’s built and natural assets. Leading a workforce of more than 200 employees across five key service units - Facilities Services, Parks and Conservation, Roads, Drainage and Marine Maintenance, and Waste Operations, and Island Operations - this role oversees an annual operating budget of approximately $85 million and $7 million in capital expenditure.

The Group Manager oversees the full spectrum of Council’s asset management, maintenance, waste, and community facility operations, ensuring that services are safe, sustainable, and responsive to community needs. As a key member of the Senior Leadership Team, the GM City Operations provides strategic, people-focused, and financially astute leadership to drive innovation, efficiency, and customer service excellence.

As a visible ambassador of Council’s cultural reset, this role will champion a mindset of accountability, efficiency and innovation across the workforce, and a team culture of empowerment, communication and professional development. They will be tasked with approaching budgetary decisions with data-led rigour, empathy and political awareness, delivering measurable operational efficiencies and cost savings (through smarter procurement, improved maintenance planning, and service redesign), leading complex procurement cycles and commercial negotiations, and developing credibility and constructive relationships at all levels within and external to Council.

Our Ideal Candidate

You are an experienced operational and strategic leader with a proven track record of driving performance, transformation, and cultural change within large, complex environments - ideally within local government, utilities, or infrastructure-intensive industries.

You bring:

  • Significant experience leading multi-disciplinary teams and managing comparable operational budgets
  • Demonstrated success delivery efficiency gains, procurement reform, and service transformation.
  • A collaborative and empowering leadership style, engaging teams through trust, accountability, and purpose.
  • Strong political awareness, stakeholder and communication skills, with the ability to balance customer or community expectations and commercial discipline.
  • Analytical and data-driven decision-making complemented by emotional intelligence and authenticity.
