Puffing Billy Railway is much more than a train ride – it transports visitors on a magical journey that becomes a cherished lifetime memory. It is Australia’s foremost operating steam railway and one of the largest heritage railways in the world. Puffing Billy Railway is a Victorian State Government entity governed under the Puffing Billy Railway Act (2022) and reports to the Minister through the Department of Jobs Skills Industry and Regions.
Puffing Billy Railway is seeking a highly capable and strategic Group Manager Business Services to lead and strengthen the organisation’s core business functions. Reporting directly to the Chief Executive Officer and working closely with the Board and the Management Executive Group, this pivotal role is responsible for overseeing Finance, People & Culture, Information Technology, Safety and Procurement. The successful candidate will ensure that Puffing Billy Railway’s systems, frameworks, and culture enable the organisation to remain financially sustainable, compliant, and well positioned for future growth.
As Group Manager Business Services, you will provide expert strategic advice and authoritative reporting to the CEO and Board. You will drive financial stewardship, lead organisational culture initiatives, strengthen safety and cyber security practices, and ensure procurement practices reflect value and integrity. This role will require building and mentoring a diverse team, fostering collaboration, and embedding systems that support long-term organisational efficiency and sustainability. You will also represent Puffing Billy Railway externally, developing strong and trusted relationships with government, stakeholders, and the community.
The ideal candidate will bring significant executive experience in leading multifunctional teams, preferably across finance, corporate services, or governance within the public sector, tourism, heritage, or related industries. You will be commercially astute with strong financial and risk management capabilities, and well-versed in compliance and governance. Importantly, you will be a values-driven leader with excellent communication and interpersonal skills, able to influence and engage with diverse stakeholders. A demonstrated track record of leading cultural and organisational transformation will set you apart.
