About the Role

We are seeking a visionary and strategic leader to join us as General Manager – Passenger Rollingstock and Signalling. In this executive role, you will lead a high-impact program of work to meet current and future demands for passenger rail services. Reporting to the Deputy Director-General – Rail this position lead and manage the Passenger Rollingstock and Signalling branch.

The General Manager will lead the delivery and commercial management of multi-billion-dollar rollingstock and signalling programs, including new train procurement, PPP contract oversight, and major upgrades to support integration with the SEQ rail network and Cross River Rail. They will oversee project performance across time, budget, and quality parameters, manage complex stakeholder relationships, and act as Project Owner for key initiatives like ETCS. The role involves strategic leadership, high-level partnership management, and providing expert advice to senior stakeholders, while fostering a high-performing, inclusive team culture aligned with the division’s strategic direction.

About You

This critical role requires a strategic and innovative leader with experience in delivering effective outcomes within a large and complex organisation. You will be customer oriented and have a proven track record collaborating with executive level stakeholders, both internal and external to the Department.

The ideal candidate will have a proven track record in leading large-scale, complex infrastructure programs, demonstrating strategic planning, commercial acumen, and sound decision-making under pressure. They will be adept at aligning program outcomes with both organisational and government priorities, navigating ambiguity and complexity with confidence. Strong stakeholder engagement skills are essential, with the ability to build enduring relationships across government, industry, and delivery partners, and to influence strategic alignment through effective negotiation and communication.

In addition, the candidate will possess deep expertise in governance, contract management, and regulatory compliance, with a strong focus on financial stewardship and program delivery within budgetary constraints. They will be a capable and inclusive leader, fostering high-performing teams and a culture of collaboration, safety, and continuous improvement. A solid understanding of rail infrastructure, rollingstock, and signalling systems is preferred, along with the ability to oversee operational readiness and deliver complex, multi-disciplinary projects to scope, schedule, and quality standards.
