General Manager Technology, CIO – SA Water

CEO & General Management

  • Lead a once-in-a-generation enterprise transformation
  • Shape technology that underpins essential services and public trust
  • Build capability, culture and confidence across a large, engaged team

SA Water is a critical, government-owned utility delivering trusted water and wastewater services to more than 1.8 million South Australians across a $14 billion asset base. Every day, our people work together to provide safe, reliable and sustainable services that support communities, industry and the environment.

Technology plays a central role in how SA Water operates, how they serve customers and how they plan for the future. We are seeking an experienced General Manager Technology (CIO) to join the Executive Leadership Team and lead the next phase of SA Water’s enterprise technology and digital journey.

The Role

Reporting to the Chief Executive, the CIO is accountable for setting and delivering a clear, disciplined enterprise technology strategy that enables strong operational performance, excellent customer outcomes and long-term organisational resilience.

SA Water is currently delivering a six-year, enterprise-wide Core Systems Capability Transformation, modernising core platforms across finance, asset management, CRM and billing, while strengthening data, integration and cyber foundations. This role is about leading that change thoughtfully, balancing pace with care, delivery with stability, and ambition with accountability.

You will lead major capital delivery in parallel with enterprise change, guiding an engaged and aligned technology team, fostering collaboration across the business, and supporting people through change in a way that reflects SA Water’s values and commitment to service continuity, public trust and people.

What You’ll Be Accountable For

  • Setting and delivering a cohesive enterprise technology roadmap across customer, digital, asset and operational platforms
  • Leading large-scale core systems uplift, with finance transformation as an early priority
  • Ensuring technology investment delivers real, measurable operational and customer value
  • Strengthening cyber security, resilience, business continuity and technology risk management
  • Advancing operational technology, data and automation where it delivers practical benefit
  • Building a high-performing, inclusive and engaged technology function with strong leadership depth
  • Working closely with the CEO, Board, Executive peers, government stakeholders and major vendors to deliver outcomes together

The Person We’re Looking For

We’re looking for an experienced enterprise technology leader who brings both delivery discipline and a supportive, people‑centred approach to leadership.

You will bring:

  • Proven CIO or equivalent executive experience in critical, secure, asset-intensive and customer focussed environments
  • A calm, credible and collaborative leadership style; someone who brings people with them, builds trust, and remains steady under pressure
  • A proven ability to lead large-scale, enterprise-wide systems transformations, guiding teams through delivery, stabilisation and realising long‑term value
  • Experience operating in regulated or safety-critical environments where reliability, risk management and service continuity matter
  • Strong commercial judgement, including governing major vendors, capital programs and key investment decisions
  • Practical understanding of IT/OT interfaces, cyber risk and mission-critical systems

Experience working with, or alongside, government-owned or public-sector organisations is highly regarded, as is an appreciation of the broader stakeholder, community and accountability context that comes with it.

Formal qualifications in technology, business or leadership, aligned to executive seniority, are expected.
