General Manager, Service Delivery – Southern Rural Water

CEO & General Management

  • Lead enterprise-wide service delivery across irrigation, groundwater and customer functions.
  • Drive strategic transformation, operational excellence and digital innovation.
  • Can be located across offices: Mitcham, Werribee, Maffra, Traralgon, Warrnambool.

Southern Rural Water (SRW) manages rural water and groundwater across the southern half of Victoria, from the Great Divide to the coast and from the South Australian border in the west to the NSW border in the east. SRW is a government-owned statutory corporation, with operations supporting agriculture, energy production, regional communities and urban businesses. SRW is undergoing a once-in-a-generation transformation, modernising its irrigation infrastructure, transitioning to new digital and operational technologies, and positioning itself to meet future climate and customer challenges. This transformation includes bold leadership in customer service, operational reform, technology uplift, and cultural renewal.

Reporting directly to the Managing Director, the General Manager Service Delivery is a key executive leadership role, responsible for the operational management of SRW’s water supply services across irrigation, groundwater and rivers. The role also oversees statutory functions, customer experience and technology enabled service delivery. You will lead a high-performing team of regional and functional managers, delivering against SRW’s strategic and corporate plans, and ensuring best practice outcomes in safety, customer service, innovation and operational excellence. This role leads digital service innovation and ensures business continuity through oversight of SRW’s day-to-day cyber defences. As a strategic leader, you will collaborate across the organisation to guide cultural transformation, embed values-driven leadership, and promote agile business practices. You will manage large, multidisciplinary functions and influence major reforms to position SRW as a future-ready, customer-centric and digitally-enabled organisation.

You are a proven senior leader with extensive experience in operational leadership across water, utilities, infrastructure or complex regional service environments. You hold a relevant degree in Business, Engineering, Management or a similar field, and may also bring postgraduate qualifications such as an MBA. You bring a strong record of driving service reform, managing risk, implementing digital innovation and navigating diverse stakeholder environments. You have a demonstrated ability to lead through influence and collaboration, delivering measurable outcomes while building a culture of safety, integrity, accountability and high performance. As a strategic thinker and agile change leader, you thrive in complex settings, bring outstanding communication skills, and align with SRW’s purpose to deliver a lasting legacy for customers, communities and the environment.

SRW is committed to diversity and gender equality, and we have recently achieved a 50:50 gender split in our strategic leadership team, with many of our female managers overseeing functions that have previously been male dominated, including asset management, health and safety, emergency management and risk, water supply and capital delivery. We encourage applications from candidates of all genders who are ready to take the next step in their leadership career with this diverse and challenging role.

Location: Negotiable across SRW major offices – Mitcham, Werribee, Maffra, Traralgon, Warrnambool with WFH and flexibility options.
