The Glenelg Hopkins Catchment Management Authority (CMA) is a statutory body established by the Victorian Government in 1997, responsible for managing land, water, and biodiversity across 26,910 square kilometres of Victoria’s south-western region. It serves as the caretaker of waterway health, coordinating and implementing works to protect the region’s rivers, wetlands and estuaries. The Glenelg Hopkins CMA works closely with Traditional Owners, local communities, and regional stakeholders to develop and implement both the Glenelg Hopkins Regional Catchment Strategy and Regional Waterway Strategy, which outlines priorities and actions for integrated catchment management and waterway management, respectively. Additionally, the Glenelg Hopkins CMA manages the environmental water reserve in the Wimmera-Glenelg system, engaging with communities to identify values for environmental water management and coordinating scientific research to monitor environmental flow requirements. Through these efforts, the GHCMA aims to build resilience in the landscape and communities, ensuring sustainable management of natural resources in the face of climate change.
Reporting to the Chief Executive Officer, this role will lead the Waterways division — a large, multidisciplinary team dedicated to planning and delivering projects and statutory services that protect and enhance the health of the region’s waterways. With the CMA’s strongest link to the community, this role carries significant responsibility for maintaining the Authority’s reputation and influence across the region. You will work in close partnership with Traditional Owners, landholders, community groups, local governments, and other authorities to implement impactful natural resource management initiatives. Your leadership will span two core teams: Waterway Planning, which manages statutory functions including floodplain management, environmental water planning, estuary management, and sustainable irrigation; and Waterway Program Delivery, which delivers waterway health and recreational works. Key on-ground works programs of oversight include Regional Works Crew, Ramsar Site Coordination, Fish Habitat Programs, Budj Bim Flagship Waterways Project, Rivers of Warrnambool Flagship Project and Fire and Flood Recovery Programs.
To be considered for this role, you will have tertiary qualifications in environmental science or a related discipline, with postgraduate qualifications in environmental science or business being highly desirable. With extensive experience in a leadership role, you will bring demonstrated expertise in developing and implementing strategic initiatives at a regional level, particularly through collaborative partnerships. You’ll have a strong track record in leading the preparation of major business case submissions, ideally securing investments of over $5 million involving multiple partners. Your strengths will include problem-solving, negotiation, and the ability to influence outcomes in complex situations. You will also be experienced in applying project management methodologies to deliver time-sensitive projects. With exceptional communication and interpersonal skills, you’ll effectively engage with executives, boards, government, and external stakeholders to build alignment and achieve results. In addition, you will have a proven ability to lead, grow and coach teams with a strong focus on innovation and continuous improvement.
