East Gippsland Shire Council is seeking a strategic and accomplished infrastructure executive to lead the delivery of its significant capital works program, currently valued between $60–$80 million annually. Reporting directly to the Chief Executive Officer and forming part of the Executive Leadership Team, this role will provide enterprise-wide leadership of infrastructure design and project delivery across one of Victoria’s most diverse and dynamic regions. Positioned within the Office of the CEO and working closely with the General Manager Assets and Environment, you will lead a multidisciplinary team responsible for delivering major community infrastructure including airport expansion, regional sports facilities, community hubs, tourism assets and road renewals across more than 3,000 kilometres of local roads. You will also oversee capital budget planning and reporting, procurement and contractor management, grant funding oversight and community engagement across the full project lifecycle.

A key component of this executive role is leadership of the newly established Enterprise Project Management Office, with responsibility for strengthening governance, embedding consistent project management systems and lifting organisational project maturity across Council. You will drive collaboration across directorates to ensure projects are delivered on time, on budget and aligned to community expectations within a fiscally responsible framework.

We are seeking a contemporary executive leader with extensive experience managing large-scale infrastructure programs and multidisciplinary teams in local government, government or comparable complex environments. The successful candidate will drive strong leadership with a culture of accountability. You will bring strong financial and commercial acumen, political awareness, highly developed stakeholder engagement capability and demonstrated success leading organisational change. Critically, you will have the capability to lead the organisation through a structured change management process to uplift and embed consistent, best-practice project management frameworks across all project types, strengthening governance, capability and delivery performance. Most importantly, you will combine strategic insight with operational discipline and the ability to inspire high performance.
