The Organisation

Fraser Coast Regional Council serves a diverse and rapidly growing population across some of Queensland’s most picturesque coastal and hinterland communities, including Hervey Bay, Maryborough, and K'gari (Fraser Island). Council’s Infrastructure Services directorate is responsible for more than $1.6 billion in assets and plays a central role in delivering services that directly impact liveability, community safety and economic growth. Due to a long-serving team member moving on, Council is now seeking a highly capable Executive Manager Infrastructure Operations to lead this critical portfolio.

The Opportunity

Reporting to the Director Infrastructure Services and leading a workforce of around 130, the Executive Manager will drive the strategic and operational delivery, maintenance and improvement of Council’s infrastructure services - including roads, drainage, coastal, disaster response, and civil works programs.

Key responsibilities include:

  • Leading the development and implementation of asset management plans, including condition assessments and costed programs aligned to Council’s budget and strategic priorities
  • Driving productivity, service improvements, and workforce engagement across a diverse, decentralised operational environment
  • Overseeing a $22M annual maintenance program and delivering $10-15M in capital works projects each year
  • Supporting a major corporate transformation, including rollout of new enterprise systems
  • Playing an active leadership role within Council's broader ELT and community stakeholder forums

This is a key leadership role requiring strategic vision, operational discipline, and a genuine passion for delivering outcomes for the community.

Our Ideal Candidate

You are a degree-qualified engineer (RPEQ preferred) with at least 6 years' experience in infrastructure operations of similar scale, ideally within a local government or public-facing environment. You're known for being hands-on yet strategic - able to lift above the detail, delegate effectively, and empower your people.

Importantly, you bring:

  • A strong grasp of civil infrastructure maintenance and project delivery
  • Proven capability leading multidisciplinary teams
  • A collaborative, grounded leadership style with excellent stakeholder skills
  • An openness to new technology and systems, and a focus on continuous improvement

Local government experience is highly regarded but not essential. Council also welcomes diversity in its leadership team and encourages applications from women and under-represented groups.
