About GIICA

The Games Independent Infrastructure and Coordination Authority (GIICA) is shaping the future of Queensland through the delivery of 17 new and upgraded venues for the 2032 Olympic and Paralympic Games. Hosting the world’s largest sporting celebration is a once-in-a-generation opportunity - one that will redefine our state’s economy, connectivity, sustainability and community wellbeing.

Momentum is building. GIICA has just launched a portfolio-wide Registration of Interest (ROI) across all 17 new or upgraded Games venues, plus an Expression of Interest (EOI) for a Delivery Partner. These steps underscore that now it’s time to build.

The role: Executive General Manager – Delivery

As the Executive General Manager – Delivery (EGMD), you will be the driving force behind turning vision into irreversible progress. You will lead the establishment, oversight, assurance and successful delivery of Queensland’s Games-infrastructure program: 17 world-class new and upgraded venues, designed to deliver not just for the 2032 Games, but for generations to come. You will lead a large team of GIICA staff and the Delivery Partner team.

What You’ll Do

  • Provide senior executive leadership and ownership of the delivery function: planning, execution, risk, cost, quality, and schedule across all venues
  • Lead the selection, management and performance of key partners and, contractors. Ensure that design, construction and commissioning are delivered to agreed standards and legacy outcomes.
  • Work with stakeholders to drive integration across projects, ensuring venues, transport networks, athlete villages, precincts and overlays are coordinated for optimal performance during the Games, and sustainable legacy use afterwards.
  • Ensure rigorous governance, transparent reporting and accountability, aligning with the 2032 Delivery Plan, and State and Federal Government obligations.
  • Manage complex stakeholder environments such as government (local, state, federal), community, traditional owners, industry, IOC/Brisbane 2032, and internal leadership to enable decision-making, remove blockers, and maintain momentum.
  • Lead a high performing delivery organisation including recruiting, motivating, and sustaining multidisciplinary teams capable of managing the scale, complexity, and pace demanded by this once-in-a-generation infrastructure program.
  • Embed a safety culture across all operations, ensure all projects are universally accessible and embed sustainability principles throughout design and execution.

Who you are:

We’re looking for someone who brings:

  • Proven expertise in major social infrastructure delivery of large, complex, multi-venue or precinct-scale programs. You’ve delivered multiple major capital works, ideally including high-profile or major event sporting infrastructure, or equivalently demanding projects.
  • An understanding of the Queensland construction market is preferred.
  • Deep capability in program and project management, including commercial contract strategy, procurement, risk management, budgeting and cost control at scale.
  • Demonstrated ability to lead through complexity: managing many moving parts, overlapping interfaces (venues, transport, precincts), and delivering under tight time constraints, with accountability for quality, safety, sustainability, and legacy outcomes.
  • Strong stakeholder skills: you engage well across government, industry, community, and partners. You have credibility, clear communication, and the ability to influence and resolve when needed.
  • A record of driving value - both in getting cost, schedule and scope right, and ensuring infrastructure leaves a lasting legacy that provides community, economic, environmental, and social benefit.
  • A leadership style that is decisive, collaborative, resilient, and able to instil a culture of delivery, accountability, innovation, and safety.

Strong candidates should be ready to showcase evidence of prior major infrastructure delivery at scale particularly with reference to portfolios programmes, stakeholder / contract / partner management, and examples of navigating complex program risk under public, political, media, and community scrutiny.
