The Opportunity
The Rail Infrastructure Delivery Office is entering a defining period in the delivery of Queensland’s major rail investment program. As Executive Director – Commercial & Program Governance, you will hold a pivotal enterprise leadership role at the intersection of public value, commercial stewardship and long‑term infrastructure legacy. Reporting to the General Manager (RIDO), you will shape how multi‑billion‑dollar rail investments are governed, safeguarded and realised, ensuring they deliver enduring benefits for Queenslanders while positioning the State as a benchmark for infrastructure governance nationally and globally.

Key Responsibilities
You will provide enterprise‑level leadership of commercial, financial, procurement and governance frameworks across RIDO’s major rail portfolio, ensuring these frameworks enable disciplined decision‑making, transparency and value for money across highly complex delivery environments. You will set the strategic direction that underpins contract delivery models, procurement approaches and governance systems, balancing innovation and delivery momentum with sound risk management and accountability.
A core aspect of the role is safeguarding public value. You will provide authoritative advice to senior executives and government on commercial risk, financial sustainability, contractual strategy and program performance, supporting confident, evidence‑based decisions that stand up to public and parliamentary scrutiny. Through this lens, you will protect the State’s interests while enabling constructive partnerships with delivery partners and industry.
You will lead discipline and capability across RIDO’s embedded commercial teams, setting clear expectations, driving consistency where required, and embedding lessons learned and continuous improvement across the program. By lifting commercial maturity and knowledge sharing across projects, you will strengthen Queensland’s long‑term capability to deliver major infrastructure at scale.
You will anticipate and manage complex and sensitive commercial issues, including high‑value negotiations and dispute resolution, operating effectively where financial, contractual, stakeholder and delivery pressures converge. Your leadership will ensure risks are proactively identified and managed across all phases of the delivery lifecycle, supporting timely, sustainable and value‑for‑money outcomes.
You will also hold accountability for program‑level governance, assurance and reporting, providing executive‑level visibility of risk, performance and delivery confidence across the portfolio. Through strong coordination and oversight, you will reinforce public trust that Queensland’s rail investments are being delivered with integrity, discipline and a clear focus on long‑term outcomes for the community.
As a senior executive leader, you will build and lead a high‑performing, inclusive Commercial & Program Governance function, developing future leaders and fostering a culture grounded in professionalism, collaboration and public purpose. You will work across government and with industry partners to influence broader procurement and governance practice, contributing to an enduring legacy in how major infrastructure is planned, governed and delivered in Queensland and beyond.
About You
You are a seasoned executive leader with deep experience in commercial strategy, contract management, and financial governance, ideally gained within large-scale infrastructure programs, preferably within the rail environment. You have a proven track record of leading complex, high-value initiatives, applying strong commercial acumen, sound judgement, and strategic insight to deliver outcomes.
You adopt a highly collaborative approach, working effectively across organisational, industry, and government boundaries to align stakeholders, resolve complex issues, and drive shared outcomes. A trusted communicator and relationship builder, you influence at senior levels and navigate competing priorities with confidence and credibility.
You have demonstrated experience in providing high-quality, strategic advice to executive and ministerial-level stakeholders, drawing on strong analytical capability to assess complex commercial, financial, and delivery risks and translate them into clear, evidence-based recommendations.
Your leadership style is inclusive, disciplined, and outcomes-focused. You build and lead high-performing teams, fostering a culture of accountability, collaboration, and continuous improvement, while maintaining a strong focus on delivery and performance
Relevant tertiary qualifications in law, commerce, finance, project management, or a related discipline are highly regarded. Experience in rail infrastructure is preferred, particularly within complex, large-scale delivery environments.
