Emergency Management Lead – City of Monash

Government & Defence

  • Lead Council’s emergency management planning and preparedness
  • Strengthen emergency frameworks, governance and response capability
  • Build partnerships across Council, agencies and regional networks

The City of Monash is one of Melbourne’s largest councils, serving a large and well-established community and providing a broad range of services to its residents and businesses. With a population of close to 200,000 residents (2021) and are one of the most culturally diverse cities in Australia with 50 per cent of our residents born overseas. Monash is Victoria’s largest employment destination outside of the CBD with more than 143,000 jobs offered by the 22,189 businesses operating in Monash. The council is home to world-renowned institutions such as Monash University, CSIRO research facilities, and major healthcare centers like Monash Children's Hospital. Monash is known as the ‘garden city’ due to the well-loved parks and reserves and Council is committed to preserving this character within the city.

This is an exciting opportunity to step into a highly visible role that will strengthen Council’s emergency management capability, improve organisational preparedness and support the safety and resilience of the Monash community. Working across Council, emergency services, government agencies, community partners and neighbouring municipalities, this role will play an important part in ensuring Council is prepared, coordinated and confident in its approach to emergency management.

Reporting to the Manager Strategic Asset Management, the Emergency Management Lead will drive the review, development and continuous improvement of Council’s emergency management plans, frameworks, policies and internal preparedness activities. A key focus of the role will be strengthening Council’s internal emergency management capability, including emergency policies and procedures, fire drills, evacuation processes, warden structures, staff training, building compliance requirements and practical readiness across Council facilities.

This is not a role focused simply on waiting for an emergency to occur. It is a proactive coordination and capability-building role, working closely with internal stakeholders to identify gaps, improve processes, support compliance and ensure people understand their responsibilities in an emergency. The role will also coordinate Council’s involvement in broader municipal and regional emergency management activities, including working with agencies such as fire services, police, neighbouring councils and other emergency management partners when community emergencies arise.

The Emergency Management Lead will be responsible for building strong relationships, leading training and preparedness activities, supporting quarterly agency engagement, reviewing how emergency management operates across Council, and helping establish a clear and contemporary emergency management policy. Success in the role will include improving internal emergency processes, ensuring drills and warden arrangements are up to date, identifying and addressing compliance gaps, and building confidence across the organisation.

The successful candidate will bring experience in emergency management, public safety, workplace emergency planning, risk, compliance or a related discipline. You will be a confident communicator and relationship builder, with the ability to engage, influence and coordinate across a broad range of stakeholders. Strong planning, judgement and problem solving skills will be important, along with the ability to take a logical and practical approach to both internal preparedness and external emergency coordination.
