ED - Technical, Design, Assurance & Planning Services

Government & Defence

  • SES2 role influencing how health infrastructure is planned & delivered
  • Opportunity to establish frameworks, capability and consistent standards
  • Leadership of a multidisciplinary division driving improved outcome.

VIDA Health is responsible for planning, developing and delivering major health infrastructure across Victoria. Working at the centre of government, the organisation partners with health services, clinicians, industry and communities to ensure infrastructure investment meets the needs of a growing and evolving population. With a significant forward pipeline and a focus on long-term system outcomes, VIDA Health plays a critical role in shaping the future of healthcare delivery. The organisation is currently undergoing a period of transformation to strengthen internal capability, embed consistent standards and drive greater value across its portfolio.

The Executive Director - Technical, Design, Assurance and Planning Services (TDAPS) is a critical enterprise leadership role and a key member of the Executive Leadership Team. The role is responsible for establishing and leading a newly created division, bringing together specialist expertise into a single, integrated function.

Operating across the full lifecycle from early business case development through to delivery assurance, the position acts as a central connecting point across the organisation, aligning strategy, technical expertise and project outcomes. The role will establish and embed design principles, frameworks and governance, driving consistency and quality while supporting innovation and continuous improvement.

Leading a growing, multidisciplinary team, the role will bring together diverse specialist capabilities into a cohesive, high-performing function. It will drive design reform, embed consistent standards, and ensure that infrastructure solutions are practical, future-focused and aligned to system needs. The position also plays a key role in strengthening planning, property and commercial capability, supporting the development of a sustainable pipeline of projects in a dynamic funding and policy environment.

The successful candidate will be a proven executive leader with deep experience in the health sector. You will bring strong systems thinking capability and commercial acumen with the ability to operate at both strategic and practical levels—developing frameworks and translating them into real-world outcomes. You will have the credibility to lead highly specialised teams within a matrix environment, influence at senior levels across government and industry, and balance innovation with pragmatism and delivery focus.

Candidates may come from health services, consulting or comparable complex environments, but must demonstrate the ability to operate beyond a single discipline and lead enterprise-wide outcomes. This role requires an individual with gravitas, strong people leadership capability, and a collaborative style that enables alignment across diverse stakeholders. This is a unique opportunity to shape the future of health infrastructure in Victoria and one that offers significant scope, visibility and impact, along with a clear pathway for ongoing executive leadership progression.
