The Environment Protection Authority Victoria (EPA) is Victoria’s independent environmental regulator. EPA works to prevent and reduce the harmful effects of pollution and waste on Victorians and their environment, collaborating with community, government, and industry to achieve its objectives. Over the past five years, EPA has undergone significant transformation with the Environment Protection Act 2017 coming into effect on July 1, 2021. As the needs of Victorians evolve, EPA adapts and responds to various factors, embracing new ways of working and celebrating diversity of people and lifestyles. The organisation offers a range of practical support options for both work and personal life, fostering an inclusive culture where employees can make a meaningful impact on protecting Victoria's environment and public health.

As Victoria continues to evolve its environmental protection framework, EPA is entering an exciting period of change and influence. We are seeking an experienced and strategic policy leader to shape the translation of environmental policy and legislation into effective regulatory practice.

Reporting to the Executive Director, Strategy, the Director, Policy & Regulation leads one of EPA’s most critical branches - the interface between government policy, legislative change, and regulatory delivery. The branch defines EPA’s regulatory priorities, develops key instruments and guidance, and ensures consistency across policy and practice.

This Director acts as a trusted advisor to the CEO and Executive, representing EPA in high-level government forums and influencing the development of environmental policy. The role will include:

  • Lead the Policy and Regulation Branch, fostering a high-performing and values-driven culture.
  • Translate new policy and legislative requirements into clear operational frameworks for EPA teams.
  • Provide authoritative advice to the CEO, Board, and Executive on regulatory policy and strategy.
  • Build and maintain strong partnerships with Departments and other regulators.
  • Represent EPA as a credible and influential voice in government and national policy settings.
  • Shape and guide EPA’s contribution to planning reforms and joint regulatory initiatives.

To be successful in this role you will bring clarity and direction during times of change, ensuring EPA remains stable, confident, and effective in delivering its obligations. You will be a seasoned government policy executive with deep experience in legislation, regulation, or public policy, you will have a track record of leading complex policy teams, building strong relationships across government, and translating policy intent into operational impact.
