Step into a lead-level organisational development role with genuine organisation-wide impact
We are seeking an experienced organisational development professional ready to take the next step into a senior lead role within a complex and purpose-led Victorian State Government organisation.
This opportunity would suit an established OD Consultant, Senior OD Advisor, Leadership Development Specialist or Change and Capability professional who is already operating with autonomy and is ready to take ownership of broader culture, leadership and workforce capability initiatives.
You will work closely with senior leaders to deliver practical, evidence-based programs that strengthen leadership capability, employee engagement, psychological safety and organisational culture.
The opportunity
Reporting to the Head of Culture, Communications and Organisational Development, you will lead a broad portfolio of culture and organisational development initiatives.
You will be responsible for:
- Designing and delivering leadership and capability development programs
- Leading culture, engagement and organisational change initiatives
- Facilitating workshops for leaders, teams and broader employee groups
- Supporting engagement surveys, action planning and continuous feedback
- Developing behavioural capability frameworks and practical development pathways
- Coaching leaders through change and organisational improvement
- Supporting diversity, equity, inclusion and wellbeing initiatives
- Managing external providers delivering leadership, wellbeing or development programs
- Providing advice on team effectiveness, organisational design and workforce capability
- Leading and developing a small team
A number of programs are already established, providing an excellent foundation for someone who can assess what is working, identify opportunities and strengthen the organisation’s overall OD offering.
About you
You do not necessarily need to have held a formal Head of or senior leadership title. More important is your depth of organisational development experience and your readiness to step into a role with greater ownership and visibility.
You are likely to bring:
- Demonstrated experience in organisational development, leadership development, culture, capability or change
- Experience designing and facilitating workshops and development programs
- Strong stakeholder management and influencing skills
- The confidence to work directly with senior leaders and executives
- A practical understanding of organisational behaviour, culture and team dynamics
- Experience supporting engagement, capability or cultural change initiatives
- Strong project management skills and the ability to manage multiple priorities
- A collaborative, resilient and adaptable working style
- An interest in working within a complex, purpose-led and highly regulated environment
Experience within state government, health, mental health, justice, corrections, community services or another complex organisation would be valuable, but is not essential.
Qualifications in organisational psychology, leadership, human resources, organisational development or change management will be highly regarded.

Location and travel
The role is based in Fairfield, with hybrid working arrangements available.
Some travel to other organisational sites, particularly Ravenhall and Lara, will be required. A current Victorian driver licence and access to your own vehicle are essential for this position.
