Moira Shire Council is an innovative and progressive local government organisation committed to serving the needs of communities across a large regional shire located on the Murray River, almost 3 hours north of Melbourne. Extending from the iconic Barmah Forest along the Murray River, the region includes four major towns - Cobram, Numurkah, Nathalia and Yarrawonga, one of Victoria’s most popular holiday destinations. The areas warm Mediterranean climate, appealing natural environment and location means Moira is home to agricultural, horticultural, viticultural and tourism operations. Such attractions include wineries, historic homesteads, galleries, craft shops, licensed clubs, water sports, fishing, beaches, forests, lakes, rivers and wetlands.
Reporting to the Manager of Finance, the Coordinator of Revenue is responsible for leading and overseeing all aspects of Council’s revenue, rating, and valuation operations. This includes full ownership of the revenue lifecycle — from policy development and modelling to the issuing, collection, and follow-up of rates and other receivables. The role ensures compliance with all relevant legislation and Council policies, including key reporting responsibilities for the Fire Services Property Levy and the Emergency Services and Volunteers Fund. A key leadership position, the coordinator will manage the revenue and rates team, provide expert technical advice, address escalated customer inquiries, prepare accurate financial and statutory reports, and deliver regular performance insights through monthly reporting.
To be successful in this role, you will have deep technical knowledge of rating and revenue legislation, along with extensive experience in Council revenue and rating systems. You will be a proven team leader, with a strong track record in staff supervision and team development. Your excellent interpersonal, written, and verbal communication skills will support effective collaboration and negotiation across the organisation. A relevant tertiary qualification or substantial equivalent experience is essential, while familiarity with Civica Authority is highly regarded. This coordinator role will be based in office full time for the first 6 months minimum.
