Located in the northern suburbs of Melbourne, covering an area of around 53 square kilometres of land and encompassing the areas of Bundoora, Kingsbury and Macleod, Fairfield and Alphington, Northcote, Preston, Reservoir, Coburg and Thornbury. Reporting to the Chief Financial Officer, this role is responsible for leading Council’s procurement and contract management functions, ensuring compliance with Local Government statutory obligations and contract law across the entire procure-to-payment cycle. The position oversees tender development, evaluation, sourcing, and contract execution, while also managing the full contract lifecycle from drafting and negotiation through to performance monitoring and close-out of high-value and complex contracts. A key focus of the role is to drive procurement transformation initiatives, including the implementation and optimisation of procurement systems, digital platforms, and process automation to deliver efficiency, transparency, and an improved user experience.
To excel in this role, you will bring extensive experience in public sector procurement and contract management, coupled with in-depth knowledge of Local Government statutory requirements, probity, and contract law. You will demonstrate strong leadership capabilities, with a proven history of developing team skills, enhancing performance, and promoting a culture of continuous improvement. Your expertise will include managing the full contract lifecycle, overseeing tender processes, and ensuring compliance with relevant legislation and frameworks such as the Local Government Act, VGPB guidelines, and State/Commonwealth procurement policies. Exceptional communication, negotiation, and problem-solving abilities are essential, along with the skill to deliver clear, strategic, and risk-conscious advice. You will have a track record of building collaborative relationships with suppliers, Councillors, advisory committees, and internal stakeholders. A high level of emotional intelligence, integrity, and a steadfast commitment to ethical procurement aligned with Council values and community outcomes are vital to success in this role.
