Reporting to Manager People Culture and Safety, this is a high-impact organisational development role spanning culture, recruitment, workforce planning and legislative compliance. The position leads the design and delivery of OD strategies that strengthen leadership capability, employee engagement and inclusive workplace culture, while contributing to integrated workforce planning and reporting aligned to the Local Government Act 2020. It oversees end-to-end recruitment and onboarding to ensure equitable and compliant practices, drives Council’s obligations while ensuring compliance with relevant framework. The role also supports best-practice HR policy development, uses workforce data to inform continuous improvement, mentors a small team and partners closely with the Executive and key stakeholders on complex and sensitive matters.
To be successful in the role, you are an experienced and contemporary OD professional with strong legislative knowledge and a genuine commitment to safe, inclusive and high-performing workplaces. You bring tertiary qualifications in HR or Organisational Development (or substantial equivalent experience), proven success leading culture, engagement and workforce initiatives in complex environments, and sound knowledge of relevant legislation. With strong analytical capability, recruitment expertise and the ability to translate legislation into practical policy and training solutions, you also demonstrate excellent communication, stakeholder engagement and people leadership skills.
