Reporting to a soon to be appointed Director of Business Services, the Chief Procurement Officer will lead procurement strategy across Council and conduct strategic procurement activities to unlock value for money opportunities for Council and the community’s rate payers. This role provides Council-wide leadership and directly oversees a team of 17 professionals across Contracts & Purchasing and Inventory & Warehousing. The Chief Procurement Officer will lead the development and implementation of strategic procurement plans, drive procurement governance and compliance, while championing the modernization of systems and processes to achieve operational efficiency and best-practice procurement outcomes. This position plays a key role in advising the Executive Leadership Team & Councillors to influence policy and decision-making. Equally important will be collaborating with and building strong partnerships with internal stakeholders (influencing and ensuring internal teams understand, use and see value in a data-driven, consistent approach to procurement) and external stakeholders, while leading and inspiring their own high performing team.
To be successful in this role you will be a proven leader in strategic procurement practices, ideally in a local government context. You will have a track record in modernising systems and processes to achieve operational efficiency and best-practice procurement outcomes. Backed by tertiary qualifications in procurement, engineering, project management or business management, you will have an in-depth understanding of procurement laws, regulations, systems, technologies and best practices, as well as proven experience executing procurement strategy to achieve cost savings and sustainable outcomes. Vital to your success and ability to drive change will be your highly developed communication, negotiating and influencing skills.
