As a key member of the Senior Leadership Team, the Chief People Officer will lead the People and Capability function and set the strategic direction for workforce, culture and organisational performance across Council. Reporting to the Director Corporate Services, you will step into a broad, high-impact portfolio that sits at the centre of organisational effectiveness. You will act as a trusted advisor to the Executive and Councillors, providing clear, balanced and commercially grounded advice in a political environment. Navigating new Enterprise Agreement outcomes in a high-activity IR landscape will be an early priority, requiring sound judgement, confidence and the ability to land and implement sustainable solutions. You will also play a key role in supporting the organisation’s return to underlying financial sustainability, aligning workforce strategy, cost discipline and capability planning with the broader “Back to Black” agenda.

The successful candidate will be an accomplished and strategic HR leader who thrives in complex, high-accountability environments. You will bring deep industrial relations expertise, proven experience working constructively with unions and regulators, and a strong understanding of governance and compliance within the public sector. Equally comfortable at the strategic and operational levels, you will have a demonstrated ability to build high-performing teams, embed contemporary people practices and lead significant change with clarity and resilience. Politically astute and highly credible, you are an exceptional communicator who can influence across all levels of an organisation, provide courageous and balanced advice, and foster a culture grounded in accountability, inclusion, innovation and continuous improvement.
