Frankston City Council is entering a new chapter under new leadership, with the appointment of a new Chief Executive Officer and the establishment of a contemporary Executive Leadership Team. The organisation is reshaping its executive structure to create a collaborative, outward-looking and high-performing leadership group focused on whole-of-organisation leadership, clear strategic priorities and delivering meaningful outcomes for the community.

Reporting to the Chief Executive Officer, the Chief Operating Officer (COO) will provide strategic leadership across Council’s corporate operations portfolio, driving organisational performance, operational excellence and long-term sustainability. Leading finance, technology, integrated planning and organisational performance functions, the COO will align strategic priorities, operational delivery and financial stewardship. The role will oversee enterprise systems and performance frameworks that support effective decision-making, service excellence and organisational resilience.

Working closely with the CEO, Councillors and executive peers, the COO will lead enterprise transformation, drive operational performance and oversee major corporate and technology initiatives within a complex, highly regulated environment.

To be successful, you will be a highly accomplished executive leader with significant experience leading large-scale corporate operations in complex organisations. You bring expertise across finance, technology and enterprise leadership, with a strong track record delivering transformation, operational improvement and sustainable outcomes. An influential and commercially astute leader, you are recognised for your strategic thinking, sound judgement and ability to build trusted relationships across diverse stakeholder groups. You combine strong financial and operational capability with a collaborative, values-led leadership style that fosters accountability, innovation and high performance. Relevant tertiary qualifications are required.
