ARRC Gold Coast is a dynamic and innovative circular economy organisation owned by the City of Gold Coast, established to deliver one of Australia’s most significant resource recovery and energy infrastructure programs.

At the centre of this vision is the Advanced Resource Recovery Centre (ARRC) - an integrated recycling and energy precinct designed to transform waste management, reduce reliance on landfill, and enable large-scale recycling, remanufacturing and energy recovery.

As the organisation enters a critical phase of growth and project delivery, ARRC is seeking a Chief Financial Officer to join the executive team and play a central role in shaping its financial sustainability, commercial strategy and long-term value creation.

The Role

Reporting to the Chief Executive Officer, the CFO will lead both the finance and commercial functions, bringing together financial discipline, funding strategy and commercial outcomes across a complex, multi-entity environment.

This is a broad and influential role, combining foundational build, operational leadership and strategic impact.

In the near term, you will focus on establishing scalable financial systems, processes and governance frameworks to support a rapidly growing organisation. You will uplift reporting, forecasting and controls, ensuring the business operates with the discipline and transparency required in a government-owned, capital-intensive environment.

Beyond this, you will act as a true commercial partner to the CEO and executive team - shaping investment decisions, supporting the origination and negotiation of major projects and partnerships, and providing clear, decision-ready insights to guide capital allocation and growth.

You will lead financial modelling and funding strategy for a significant infrastructure pipeline, working closely with government stakeholders, financial institutions and delivery partners to structure and execute funding solutions aligned to long-term sustainability.

This role sits at the intersection of finance, commercial strategy and infrastructure delivery, requiring both hands-on capability and the ability to operate at an executive and Board level.

About You

You are an experienced CFO or an emerging executive ready to step into a broad, high-impact role, with a background in capital-intensive sectors (such as infrastructure, energy, utilities, waste, mining or related industries) and ideally working in or alongside a GOC or public sector funding frameworks.

You bring strong financial leadership capability, including experience across financial modelling, investment analysis, funding strategy and group reporting within complex, multi-entity environments.

Importantly, you combine this with commercial acumen - you understand how projects are structured, how value is created, and how to navigate investment decisions, partnerships and negotiations to achieve strong long-term outcomes.

You are comfortable operating in evolving environments, bringing the ability to build, improve and scale systems and processes, while remaining hands-on where required. You enjoy working in organisations where not everything is fully established and are motivated by the opportunity to create structure and drive improvement.

You are a credible and confident communicator, able to engage effectively with executive stakeholders, Board members, government partners and external advisors. You bring sound judgement, integrity and a collaborative leadership style, with a focus on enabling others and building organisational capability.

CPA or CA qualification is essential.
