Frankston City Council is seeking a strategic and visionary Chief Executive Officer to lead the organisation into its next exciting chapter. In partnership with the Mayor and Councillors, the CEO will shape and deliver long-term priorities that strengthen the city’s prosperity, liveability, and resilience. The role encompasses responsibility for delivering projects of civic and community significance, driving organisational transformation, and ensuring operational excellence across all services. With accountability for financial stewardship, governance and the effective management of significant community assets, the CEO will champion community needs, securing investment, and building trusted partnerships across government, industry and the private sector.
This is a role for a leader who can set vision and strategy with clarity, while inspiring confidence across both the organisation and the community. The CEO will cultivate a values-led, high-performing workforce by fostering a culture of accountability, safety, wellbeing and innovation, positioning Council as an employer of choice. The role requires the ability to balance community priorities with commercial outcomes, embedding service excellence, digital transformation, and change management practices that strengthen workforce capability and organisational adaptability. As the CEO, you will build transparent, respectful and constructive relationships with Councillors, supporting evidence-based decision making and uniting the executive team and elected representatives behind shared goals.
You are an accomplished executive leader with a track record of success in complex, customer-facing environments, with experience gained in local government, the broader public sector, or other highly regulated and community-focused industries. Commercially astute and financially disciplined, you combine the influence and credibility to advocate at the highest levels with the agility to deliver outcomes that balance fiscal responsibility and community benefit. Known for your ability to engage diverse stakeholders and navigate political and community complexity, you bring the leadership capacity to drive both cultural and organisational change. Deeply collaborative, future-focused and values-driven, you are committed to creating a positive and enduring legacy for the City.
