About the Role
The Business Case Writer is responsible for leading high-quality business cases and submissions to the State and contributing to business cases led by other business case writers. The role involves working closely with stakeholders across the organisation to prepare, refine and finalise business cases, initiative summaries, and related submissions or presentations through the state budget process.
- Lead the development of high-quality State Budget business cases across multiple concurrent workstreams
- Coordinate inputs from finance, subject matter experts, and delivery teams across the organisation
- Partner with stakeholders to define problems, policy rationale, and develop options analysis and recommendations
- Prepare costings, benefits, value-for-money assessments, risks, assumptions, and implementation plans
- Draft clear, concise, evidence-based business cases aligned with government guidelines, templates, and assurance requirements
- Manage timelines, version control, quality assurance, and incorporate feedback from senior stakeholders and central agencies
- Support the budget process through presentations, briefing materials, and responses to queries and revisions
SELECTION CRITERIA
KNOWLEDGE, SKILLS AND EXPERIENCE
- Demonstrated experience drafting or contributing to business cases, funding submissions or government proposals, with the ability to translate complex technical, policy or financial information into clear, compelling and evidence-based narratives
- Proven analytical capability, including testing assumptions, analysing data, identifying gaps or risks, and assessing the robustness of proposed options.
- Familiarity with Victorian Government budget processes, including DTF guidance, templates and assurance requirements.
- Strong stakeholder engagement skills, with the ability to build trust, listen actively, and influence diverse stakeholders toward more defensible proposals.
- Ability to manage multiple pieces of work concurrently in a fast-paced environment with shifting priorities and tight timeframes.
