Davidson is partnering with a State Government client seeking an experienced Business Analyst (Financial Management) to support a major transformation initiative within their Infrastructure Services Division.
About the Role
This role sits within the Portfolio and Financial Management Program, specifically supporting the Financial Management Improvement (FMI) project. The successful candidate will bring strong business analysis expertise to uplift financial management practices and modernise operations across the division.
- Support development of financial budgeting, planning, estimating, and forecasting processes.
- Analyse and optimise business processes (e.g., procure-to-pay, order-to-cash) using mapping and modelling techniques.
- Assist with audit readiness and compliance through effective documentation and control frameworks.
- Facilitate workshops and engage stakeholders to capture and document business requirements.
- Analyse financial and operational data to identify trends, gaps, and inform decision-making.
- Contribute to development of financial funding models to support investment decisions, cost control, and ROI analysis.
- Prepare functional and non-functional specifications to guide solution design and implementation.
- Ensure clear communication between project teams and stakeholders for successful outcomes.
- Maintain comprehensive documentation including business requirements, process maps, and traceability matrices.
- Support business transition activities and contribute to change enablement.
- Draft reports, briefing materials, and correspondence for senior management.
- Coordinate and participate in User Acceptance Testing (UAT) to validate solution effectiveness.
- Perform other suitable duties as directed by the supervisor or delegate.

Mandatory Qualifications and Experience:
- Minimum 3 years’ experience in finance, preferably in budgeting, forecasting, and reporting.
- Minimum 5 years’ experience as a Business Analyst within Waterfall/Agile/Scrum methodologies.
- Experience supporting initiatives of varying size, complexity, and ambiguity.
- Familiarity with Business Analysis Body of Knowledge (BABoK).
- Intermediate skill in Visio and process modelling to BPMN standard.
- Proficiency in MS Suite (PowerPoint, Excel, Word).
Desirable:
- Background in infrastructure, construction, facility management, or asset-heavy industries.
- Experience using business process modelling tools such as Signavio, ARIS, Pega BPM, or SAP Blueprint.
