The Opportunity
This contract is for a Business Analyst who can turn complex, security-constrained technology decisions into governance-ready investment cases, with clear scope, options, costs/benefits, risks, and assumptions, enabling uplift planning across Protected boundaries and associated integration and data impacts, delivered remotely within Australia (ACT, NSW, VIC, QLD)
About the Role
You will develop decision-ready investment cases and supporting artefacts to enable endorsement of key program decisions and sequencing.
- Develop investment case artefacts: scope, options analysis, cost/benefit, risks, and assumptions
- Produce structured decision packs for governance on priority pre-MVP decisions
- Define high-level functional and non-functional requirements, plus acceptance criteria
- Lead stakeholder elicitation across operations, cyber, architecture, safety, security, and system owners
- Maintain assumptions, dependencies, and risks logs, and socialise them with stakeholders
- Ensure traceability from investment case inputs through to requirements and outcomes
About You
You are a BA who can synthesise across technical, cyber, and business domains without pretending to be the SME.
- Baseline security clearance (must have)
- Proven experience writing investment cases and decision papers for complex tech programs
- Strong options analysis, cost/benefit interpretation, and exec-level facilitation skills
- Systems thinking: boundaries, duplication risk, sequencing, and commissioning impacts
- Comfortable working across integration, data, cyber, and enterprise architecture contexts
- Able to produce crisp artefacts that governance can approve with minimal rework
