We are working with a state government client who is seeking experienced Project Manager (Strategy & Planning) Boat Harbours.

About the Role

The broad strategic purpose of the harbours portfolio is to provide safe and efficient all-tide access for recreational and commercial vessels, and to promote activities that support a sustainable maritime industry, as well as associated tourism and recreation activities.

This position will form part of the MSQ’s Boat Harbours Strategy and Planning team and will support the effective management and delivery of strategy and planning activities for MSQ’s State Boat Harbours.

A key component of the role will be to project manage and oversee the delivery of the State Boat Harbour Master Planning Program (SBHMPP) including development of project plans, scope, governance frameworks, project management of individual boat harbour master planning processes and stakeholder engagement. This includes engaging and managing specialist consultant services to deliver planning, studies and investigations.

The role is non-engineering in nature, focusing on governance, procurement, project management, and stakeholder coordination, allowing engineering resources to focus on technical assurance and design quality.

  • Project manage and oversee the delivery of strategic planning projects and activities contributing to master plan development, implementation, planning for public marine infrastructure and integrated transport planning solutions which support MSQ’s strategic priorities and objectives for the harbour’s portfolio.
  • Provide specialist advice, information and innovative solutions relating to boat harbour planning matters, considering the broader strategic context and transport planning matters.
  • Coordinate stakeholder engagement and communication, building strong partnerships and networks with subject matter experts and key internal and external stakeholder groups including within MSQ, Property, other state and federal government agencies, local governments, and industry bodies.
  • Support the procurement process including preparation of tender documentation, coordination with Strategic Asset Management and Investment (SAMI) unit, and evaluation of contractor submissions.
  • Oversee contract administration, including progress claims, variations, and contractor performance management.
  • Monitor and report on financial performance, maintaining accurate forecasts, cost tracking, and milestone reporting in line with financial governance processes.
  • Maintain project schedules and risk registers, providing proactive management of emerging risks and issues.
  • Preparation of advice and preparing reports and correspondence to inform government decision making processes.
  • Ensure compliance with departmental policies, workplace health and safety standards, and sustainability objectives.
  • Contribute to continuous improvement of project management systems and templates.
  • Undertake other duties as directed and aligned to MSQ BHSP objectives.

About you

  • Relevant experience in the delivery of strategic planning projects with experience and/or qualifications in town planning or transport planning. Experience with infrastructure planning projects also desirable.
  • Experience developing and managing projects in a government context, including undertaking procurement, progress reporting and evaluation, and ensuring good governance in line with best practice approaches.
  • Highly developed stakeholder and contractor management skills. Ability to build and maintain effective working relationships with subject matter experts and diverse internal and external stakeholders.
  • Well-developed written and oral communication skills, including strong analytical and research skills and ability to summarise and communicate complex ideas.
  • Understanding of relevant legislative, policy and planning regulatory frameworks, and relevant transport strategies and plans.
  • Demonstrated ability to work flexibly, both autonomously and as part of a team to deliver a program of work.
  • Intrastate travel is required to fulfil the responsibilities of the role, given ongoing stakeholder engagement.
  • Experience with project systems such as 3PCM, SAP, or MS Project considered an advantage.
