About the Company

Davidson is partnering with a state government client seeking an experienced AO8 Strategic Communications Contractor (QTRIP IR Strategy Development) to lead, coordinate and support the structured development of a clear, coherent and defensible QTRIP IR Strategy and an associated multi‑year implementation Roadmap.


About the Role/s

As the Strategic Communications Contractor (QTRIP IR Strategy Development), working under the broad direction of our client’s Transport Industrial Relations (Transport IR) Team, you will lead consultation, drafting and delivery activities to develop the QTRIP IR Strategy and a practical, staged Roadmap that prioritises “low‑hanging fruit” initiatives for early benefit. This is a full‑time, time‑bound engagement from 16 March 2026 (or as soon as you can commence) to 30 June 2026.


Stakeholder Consultation & Engagement Artefacts

  • Finalise the draft consultation “strategy on a page” and “roadmap on a page.”
  • Coordinate and facilitate stakeholder consultation activities and briefings to inform the final Strategy and Roadmap.
  • Capture, synthesise and document stakeholder feedback, emerging themes, risks, and strategic alignment considerations.
  • Develop the stakeholder consultation and engagement plan and supporting consultation materials.
  • Produce consultation summaries and synthesis reports that clearly evidence input and decisions.

QTRIP IR Strategy (Core Strategy Development)

  • Lead and coordinate the end‑to‑end development of the QTRIP IR Strategy and supporting Roadmap in consultation with the Transport IR Team.
  • Draft and refine the strategic narrative, framing and positioning to ensure clarity, coherence and defensibility.
  • Translate technical, legal and operational inputs into clear, accessible strategic documentation.
  • Incorporate layout, figures, illustrations and imagery using the pre‑approved internal template.
  • Develop strategic principles, objectives and outcomes; integrate consultation outcomes and departmental inputs.
  • Create a Client‑Side Industrial Relations “plan on a page” for executive and internal communications.
  • Prepare supporting artefacts and materials (e.g., briefing notes, executive presentations).


QTRIP IR Strategy Roadmap (Implementation Planning)

  • Identify and describe strategic initiatives, including indicative delivery duration and value add.
  • Categorise initiatives by alignment to strategic outcomes and whether they relate to project‑ or program‑level controls, or improvements to procurement or delivery processes.
  • Stage and prioritise initiatives, sequencing “low‑hanging fruit” tasks first to maximise early impact.


About you

  • Highly experienced and skilled strategic communications professional adept at operating in complex policy environments.
  • Proven ability to work with a high level of professional autonomy under broad direction, driving complex work with minimal supervision.
  • Demonstrated capability to translate technical, legal and operational concepts into clear strategic documentation and executive‑ready artefacts.
  • Comfortable navigating ambiguous or evolving problem spaces and iterating towards clarity.
  • Strong facilitator who can manage stakeholder discussions with competing perspectives and maintain momentum.
  • Sound judgement in sensitive or contested subject matter contexts, with a disciplined, defensible approach.
  • Track record of delivering structured, high‑quality outputs within compressed timeframes.
  • Confident engaging and influencing senior stakeholders and executive audiences.
  • Skilled at identifying emerging risks, issues and alignment challenges and addressing them proactively.
  • Thrives in iterative strategy development—balancing consultation inputs, governance considerations and practical delivery realities.
