Reporting to the Head of Governance and Democratic Support, the Scrutiny Officers plays a critical role throughout the organisation being a conduit between Council and the MPS workforce to ensure efficient information flow and effective governance is achieved. Supporting Council, the CEO and Senior Officers in the development of a Scrutiny program, this role will proactively support and lead work relating to the Council’s decision-making structure and will include providing professional advice to a range of stakeholders.
A new role to MPS and the sector in general, the Scrutiny Officer will ensure the activities of the function are undertaken in a manner which promotes public participation, and which considers (and where appropriate, improves) the Council’s processes and standards for consultation. The role is also one of organisational culture, where the incumbent must build strong relationships with internal staff and Councillors to ensure the role of scrutiny is understood as a positive; and access to information is readily available and accessible.
The Scrutiny Officers will deliver a high quality of support to Council on procedures, protocols and processes in relation to work arising from research, policy development decisions and broader macro changes within the public sector operating environment.
To be successful in this role, you will need to possess exceptional relationship building skills and well-developed political acumen. You will have a deep understanding of the functions and legislation of Local Government and a detailed understanding of democratic decision-making processes. Whilst being strong interpersonally, you will have outstanding research skills and be able to convert your research into easily understood advice and recommendations. You bring a high level of resilience and energy to the workplace and enjoy setting up systems, processes and structures for good governance, performance reporting and effective organisational management.
