IPAA Victoria (Institute of Public Administration Australia) is a not for profit professional association, with a 90-year history supporting public purpose professionals across all three levels of government. IPAA Victoria is a provider of innovative professional development programs and events, administers awards and provides high-level networking opportunities, whilst instilling the values of leadership, innovation, integrity, client focus and continuous improvement.

Reporting to the CEO and as a member of the Executive Management team, the GM Capability Development will lead the research, development, delivery and evaluation of the professional development functions in line with IPAA Victoria’s bold new five-year Programs Strategy 2019 – 2023 and ensure its alignment with the soon-to-be finalised new Strategic Plan. Driving a strategic, evidence informed and entrepreneurial approach to professional development in Victoria, the GM Capability Development will identify opportunities for collaborative, multisector and innovative L& D approaches for the membership across local, state and federal government. Providing best practice models of contemporary and creative e-learning solutions as well as leading organisational professional development pathways and opportunities for the IPAA Victoria team, the GM Capability Development will play a key role in both strategic and operational support to the CEO and Board.

The successful candidate will be a collaborative innovative leader, with the ability to identify and develop key relationships with stakeholders across government, universities, not for profit and private sectors in line with organisational strategic priorities.  With high level capability building skills including experience in design, delivery and tracking of training programs the GM Capability Development will utilise immersive technology and various platforms to deliver innovative solutions both internally and externally. With strong communication skills, a strategic leadership approach and a good understanding of the public sector, this is an opportunity to deliver new offerings and strengthen the impact of IPAA Victoria.  A tertiary qualification in adult learning, human resources or related discipline will be highly regarded, as well experience with traditional and modern training methods. Previous contribution to change management processes will also be desirable.
